Automjetet jan\u00eb nj\u00eb vit m\u00eb t\u00eb vjetra, kurse numri i njer\u00ebzve dhe i pem\u00ebve ka r\u00ebn\u00eb. <\/span><span style=\"font-weight: 400;\">P\u00ebr k\u00ebt\u00eb vit, shpallja e vetme publike dhe aktiviteti me tem\u00eb ndotje ajrore jan\u00eb rekomandimet e p\u00ebrs\u00ebritura drejt qytetar\u00ebve (n\u00eb 2015 nga Ministria p\u00ebr mjedis jet\u00ebsor), nd\u00ebrsa mbr\u00ebm\u00eb nga Qyteti i Shkupit\u201d, thot\u00eb Marija Gjor\u00e7eva, inxhiniere e mjedisit jet\u00ebsor, e cila vjet b\u00ebri analiz\u00eb v\u00ebrtetuese t\u00eb ndotjes ajrore gjat\u00eb 12 vjet\u00ebve t\u00eb fundit, n\u00eb krahasim me aktivitetet e nd\u00ebrmarra, q\u00eb ndikojn\u00eb mbi cil\u00ebsin\u00eb e ajrit, gj\u00eb q\u00eb jehoi m\u00eb shum\u00eb n\u00eb publik. Analiza tregoi q\u00eb ndotja e ajrit \u00ebsht\u00eb e dokumentuar, ashtu si\u00e7 jan\u00eb dokumentuar edhe masat q\u00eb duhet ta ndalojn\u00eb, por masat e marra nga pushteti i qytetit dhe i shtetit jan\u00eb krejt\u00ebsisht t\u00eb kund\u00ebrta \u2013 n\u00eb vend q\u00eb ta nd\u00ebrpresin ato shpien drejt rritjes s\u00eb ndotjes. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Respektivisht, edhe pse n\u00eb Planin Lokal Veprues Ekologjik p\u00ebr Shkupin, nga 2013 thuhet q\u00eb komunikacionin\u00eb m\u00ebnyr\u00eb t\u00eb dukshme b\u00ebn pjes\u00eb n\u00eb ndotjen e ajrit, Qeveria megjithat\u00eb stimulon blerjen e edhe m\u00eb shum\u00eb automjeteve dhe lejoi importimin e automjeteve t\u00eb vjetra (Eurostandard 1 dhe 2, nd\u00ebrsa n\u00eb EU nga viti 2014 \u00ebsht\u00eb inkuadruar Euro 6 standard). E zmadhoi hap\u00ebsir\u00ebn dedikuar automjeteve edhe m\u00eb shum\u00eb, me zgjerimin e rrug\u00ebve, dhe k\u00ebt\u00eb e b\u00ebri n\u00eb d\u00ebm t\u00eb gjelb\u00ebrimit dhe rrug\u00ebve p\u00ebr k\u00ebmb\u00ebsor\u00eb. Trotuaret ua mori k\u00ebmb\u00ebsor\u00ebve dhe i b\u00ebri parkingje me pages\u00eb. Investoi n\u00eb makijazhin e transportit publik. Edhe n\u00eb pjes\u00ebn e dyt\u00eb t\u00eb PLVE-s\u00eb nga 2011, si n\u00eb t\u00eb gjitha raportet vjetore p\u00ebr cil\u00ebsin\u00eb e ajrit n\u00eb Shkup, Gjor\u00e7eva v\u00ebrteton q\u00eb vlen p\u00ebrfundimi q\u00eb industria b\u00ebn pjes\u00eb n\u00eb emisionin e grimcave PM me p\u00ebrqindje m\u00eb t\u00eb lart\u00eb. Duke pasur parasysh k\u00ebt\u00eb p\u00ebrfundim, Qeveria megjithat\u00eb e vonon procesin p\u00ebr inkuadrimin e lejeve ekologjike t\u00eb integruara. N\u00eb vend q\u00eb kjo t\u00eb p\u00ebrfundoj\u00eb n\u00eb 2008, u shty p\u00ebr 2014, kurse p\u00ebr disa kapacitete edhe p\u00ebr 2018. N\u00eb po t\u00eb nj\u00ebjtin PLVE, \u00ebsht\u00eb v\u00ebrtetuar q\u00eb n\u00eb transmetimin e p\u00ebrgjithsh\u00ebm t\u00eb grimcave PM, sht\u00ebpit\u00eb b\u00ebjn\u00eb pjes\u00eb me pothuaj 18 p\u00ebrqind, mir\u00ebpo edhe krah k\u00ebsaj, Qeveria jep subvencione p\u00ebr dru p\u00ebr ngrohje. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Masa e vetme konkrete p\u00ebr uljen e ndotjes s\u00eb vjetshme jan\u00eb subvencionet p\u00ebr 196 shkupjan\u00eb t\u00eb cil\u00ebn blen\u00eb soba me peleta. \u00a0P\u00ebr krahasim, Qyteti i Shkupit p\u00ebr subvencionet p\u00ebr k\u00ebto soba me peleta ndau 5,890,000 denar\u00eb, dhe pothuaj kaq para, 5.245.000 denar\u00eb, harxhoi p\u00ebr ndri\u00e7imin e rrug\u00ebs p\u00ebr xhoging p\u00ebrgjat\u00eb Vardarit me kandelabra baroku. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gjor\u00e7eva p\u00ebr SAKAMDAKAZAM.MK i analizoi rekomandimet e Qytetit t\u00eb Shkupit n\u00eb krahasim me indikator\u00ebt p\u00ebr mjedisin jet\u00ebsor t\u00eb Ministris\u00eb. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nj\u00eb pjes\u00eb e rekomandimeve sigurisht q\u00eb tashm\u00eb jan\u00eb t\u00eb parapara me Ligjin p\u00ebr mbrojtje t\u00eb mjedisit jet\u00ebsor si t\u00eb detyrueshme, nd\u00ebrsa p\u00ebr mosrespektimin e disa prej tyre jan\u00eb t\u00eb parapara edhe d\u00ebnime: <\/span><\/p>\n<p><span style=\"font-weight: 400;\">.U b\u00ebhet thirrje vozit\u00ebsve t\u00eb automjeteve t\u00eb ngarkuara r\u00ebnd\u00eb ta respektojn\u00eb sinjalizimin n\u00eb komunikacion p\u00ebr l\u00ebvizje brenda qytetit<\/span><\/p>\n<p><span style=\"font-weight: 400;\">.U b\u00ebhet thirrje pronar\u00ebve dhe shfryt\u00ebzuesve t\u00eb kamion\u00ebve q\u00eb t\u00eb mos i p\u00ebrdorin k\u00ebto automjete derisa nuk kan\u00eb l\u00ebshim t\u00eb rregullt t\u00eb gazrave ndot\u00ebse. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">.U <\/span><span style=\"font-weight: 400;\">b\u00ebhet thirrje qytetar\u00ebve q\u00eb gjat\u00eb ngrohjes s\u00eb sht\u00ebpive t\u00eb tyre t\u00eb mos p\u00ebrdorin karburante t\u00eb padefinuara dhe mbeturina prej proceseve t\u00eb ndryshme teknologjike (mbeturina vajrash, materialesh t\u00eb llakosura dhe t\u00eb ngjyrosura prej druri dhe mobilie, stiropor, ambalazhime plastike, gom\u00eb ose materiale sintetike.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">. U b\u00ebhet thirrje afarist\u00ebve, q\u00eb proceset e tyre teknologjike t\u2019i kryejn\u00eb me v\u00ebmendje t\u00eb madhe dhe t\u00eb shmangin gjith\u00e7ka q\u00eb nuk \u00ebsht\u00eb e nevojshme, por q\u00eb mund t\u00eb ndikoj\u00eb n\u00eb cil\u00ebsin\u00eb e ajrit n\u00eb qytet, si dhe t\u00eb \u00a0bashk\u00ebpunojn\u00eb me inspektimin e Inspektoratit shtet\u00ebror p\u00ebr mjedis jet\u00ebsor dhe Inspektoratin e Qytetit t\u00eb Shkupit. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nd\u00ebrsa nj\u00eb pjes\u00eb e rekomandimeve bazohen vet\u00ebm n\u00eb mbrojtjen momentale t\u00eb vet\u00ebm nj\u00eb pjese t\u00eb popullat\u00ebs: <\/span><\/p>\n<p><span style=\"font-weight: 400;\">. U b\u00ebhet thirrje qytetar\u00ebve q\u00eb t\u00eb l\u00ebvizin n\u00eb vende t\u00eb hapura vet\u00ebm p\u00ebr dalje t\u00eb domosdoshme. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">.Rekomandohet q\u00eb kategori t\u00eb ve\u00e7anta t\u00eb popullat\u00ebs (f\u00ebmij\u00ebt e vegj\u00ebl, grat\u00eb shtatz\u00ebna, t\u00eb s\u00ebmurit kronik\u00eb, njer\u00ebzit m\u00eb t\u00eb moshuar) t\u00eb mos dalin n\u00eb rrug\u00eb. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">. Rekomandohet q\u00eb qytetar\u00ebt t\u00eb mos i ajrosin hap\u00ebsirat n\u00eb t\u00eb cilat q\u00ebndrojn\u00eb. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nd\u00ebrkoh\u00eb, gjendja n\u00eb Maqedoni, sipas \u201cIndikator\u00ebve t\u00eb mjedisit jet\u00ebsor\u201d nga Ministria kompetente \u00ebsht\u00eb si n\u00eb vijim: <\/span><\/p>\n<p><span style=\"font-weight: 400;\">VJET\u00cbRSIA E AUTOMJETEVE <\/span><\/p>\n<p><span style=\"font-weight: 400;\"> \u201cNga t\u00eb dh\u00ebnat e rishikuara gjat\u00eb periudh\u00ebs (1990-2014), p\u00ebr t\u00eb gjitha kategorit\u00eb e automjeteve, mund t\u00eb vihet re q\u00eb num\u00ebr m\u00eb t\u00eb madh nga i gjith\u00eb numri i automjeteve \u00a0b\u00ebjn\u00eb automjetet me vjet\u00ebrsi mbi 10 vjet\u201d (automobila t\u00eb rrug\u00ebs \u2013 mes 14,43 dhe 17,7; autobus\u00ebt kan\u00eb trend t\u00eb ndryshuesh\u00ebm t\u00eb uljes dhe ngritjes dhe gjenden mes 20 dhe 15,3 vjet; kamion\u00eb \u2013 mes 16 dhe 14,1 vjet; automjete t\u00ebrheq\u00ebse \u2013 vjet\u00ebrsia mesatare e t\u00eb cilave ka trend t\u00eb uljes n\u00eb periudh\u00ebn nga 2001 deri m\u00eb 2014 dhe gjendet mes 16,12 dhe 12,01 vjet.)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LLOJE T\u00cb KARBURANTEVE N\u00cb KOMUNIKACION <\/span><\/p>\n<p><span style=\"font-weight: 400;\"> \u201c(1995-2014) \u00a0P\u00ebrdorimi i benzin\u00ebs nga automobilat \u00ebsht\u00eb m\u00eb i madh, por me trend t\u00eb r\u00ebnies nga 40% gjat\u00eb periudh\u00ebs s\u00eb rishikimit. Si pasoj\u00eb e p\u00ebrdorimit t\u00eb benzin\u00ebs, p\u00ebrdorimi i naft\u00ebs ka trend t\u00eb rritjes nga 2,3% n\u00eb 1995, deri m\u00eb 39,1 n\u00eb 2014, q\u00eb nuk do t\u00eb thot\u00eb q\u00eb \u00ebsht\u00eb nj\u00eb p\u00ebrmir\u00ebsim n\u00eb krahasim me mbrojtjen e mjedisin jet\u00ebsor dhe zvog\u00eblimit t\u00eb emisioneve n\u00eb aj\u00ebr. Llojet e tjera t\u00eb karburanteve \u00a0kan\u00eb nj\u00eb pjes\u00eb shum\u00eb t\u00eb vog\u00ebl me tendenc\u00eb p\u00ebr t\u2019u rritur dje gjenden nga 0,5% n\u00eb 1995 deri m\u00eb 3,0% n\u00eb 2014.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">GJENDJA ME PYLL\u00cbZIMIN <\/span><\/p>\n<p><span style=\"font-weight: 400;\">P\u00ebrqindja e hap\u00ebsir\u00ebs s\u00eb pyll\u00ebzuar me pyje t\u00eb reja ka trend t\u00eb ndryshuesh\u00ebm t\u00eb uljes dhe rritjes s\u00eb hap\u00ebsirave. N\u00eb periudh\u00eb nga 1990 deri m\u00eb 2001 ka r\u00ebnie t\u00eb dukshme prej 52,8%, pastaj, deri m\u00eb 2003 ka rritje prej 53,2%, e pastaj p\u00ebrs\u00ebri r\u00ebnie prej 37,3% deri m\u00eb 2007. Rrija m\u00eb t\u00eb madhe ka nga 2007 deri 2009, 12,23%, q\u00eb m\u00eb von\u00eb t\u00eb ket\u00eb edhe r\u00ebnie m\u00eb t\u00eb madhe prej 62,2% dhe 73,2% deri n\u00eb 2014.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">INVESTIME DHE HARXHIME P\u00cbR MBROJTJE T\u00cb MJEDISIT JET\u00cbSOR <\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cN\u00eb periudh\u00ebn nga 2013 deri m\u00eb 2015, investimet dhe harxhimet tregojn\u00eb nj\u00eb trend t\u00eb r\u00ebnies. Krahina m\u00eb e madhe p\u00ebr investime dhe harxhime t\u00eb aktiviteteve t\u00eb lidhura me mbrojtjen e mjedisit jet\u00ebsor \u00ebsht\u00eb krahina p\u00ebr menaxhim t\u00eb mbeturinave. Investimet dhe harxhimet \u00a0e p\u00ebrgjithshme p\u00ebr mbrojtje t\u00eb mjedisit jet\u00ebsor ne vitin 2014 jan\u00eb m\u00eb t\u00eb ulta n\u00eb krahasim me vitin 2013, p\u00ebr 12,3%. Trendi p\u00ebr ulje vazhdon edhe n\u00eb 2015. N\u00eb 2015 m\u00eb s\u00eb shumti mjete jan\u00eb investuar n\u00eb veprimin e mbeturinat n\u00eb 2014 dhe 2013 p\u00ebr sistem cirkulativ p\u00ebr furnizimin me uj\u00eb. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Raporti mes harxhimeve p\u00ebr mbrojtje t\u00eb mjedisit jet\u00ebsor dhe prodhimit sht\u00ebpiak bruto \u00ebsht\u00eb tregues i r\u00ebnd\u00ebsish\u00ebm p\u00ebr mbrojtjen e mjedisit jet\u00ebsor n\u00eb raport me aktivitetin e p\u00ebrgjithsh\u00ebm ekonomik.
